It should be a permanent addition to the loot tables, and it should give 2 sockets to a weapon. ive personally gotten about 250-300 crucibles and around 30-40 gifts so does drop but its also deff more rare. rarer than crucibles but I've done a few rifts where I've gotten multiples in the same rift.
